REPRESENTATIVES OF THE FINNISH BUSINESS COMMUNITY AND THE ICLC CONSULTANTS MET IN SAINT-PETERSBURG
Specifics of doing business in Russia became the major subject of discussion at the seminar which was held on August 24 in the building of the Consulate of Finland in Saint-Petersburg. The subject turned to be topical – the audience included top managers of some joint Russian-Finnish ventures, representative offices and affiliates of Finnish companies in Saint-Petersburg.
Anna Kulakova, Head of the arbitration practice sector of the audit company ICLC, was speaking about the current Russian arbitration practice with participation of companies-non-residents and specifics of tax audits. She also gave practical advice regarding methods of preventing possible court proceedings and considered problems that companies give rise to while setting up permanent establishments in the Russian Federation.
The second subject for discussion became Russian and international standards of financial reporting. Julia Ilyina, leading auditor of the audit company ICLC, was speaking of the major, principal differences between the RAS and the IFRS covering the facts that foreign investors should pay special attention to.
The seminar turned to be interesting both for the audience and for its organizers – Consulate of Finland in Saint-Petersburg and the audit company ICLC. The first received practical pieces of advice, the second – pleasant communication with representatives of the Finnish business. As Mr. Jyrki Terva, Consul of Finland in Saint-Petersburg, remarked, such meetings have an invaluable benefit both for Russian and Finnish businesses. Both parties are planning now to repeat the meeting until the end of 2010”.

ICLC IS IN THE TOP 10 OF THE MOST INFORMATION-ACTIVE AUDIT COMPANIES
In rating of audit companies’ publicity of 2008-2009 business season ICLC is in the
top 10 of the most information active audit companies, evidencing therefore its active
information policy and understanding of PR functions and goals by its employees.
(Note: by the results of the year 2008 the company took the 14th position in general
rating among 120 the largest Russian audit companies).
In autumn, 2009 mass media Internet library Public.Ru in association with “PROSTOR: PR & Consulting” agency investigated informational openness of audit companies.
Participants of ratings of “Expert” RA and “Finance” magazine for the year 2008 and audit companies independently declaring themselves as participants were included in the list of investigated companies.

BUSINESS SEASON FOR ICLC AUDIT COMPANY’S BRANCH IN NORTHWEST FEDERAL DISTRICT STARTED UP WITH APPOINTMENT OF NEW DIRECTOR
In October, 2009 ICLC Audit Company’s branch in Northwest Federal District was headed by Mr. Oleg Gorelov. He came to ICLC with rich experience of efficient management in consulting business, on FMCG market and in real sector. In particular, before coming to ICLC Company Mr. Gorelov held post of director in Saint - Petersburg branch of one of the leaders of Russian audit companies, and before he had held post of a director in a regional trading house of “Milk plant Velikolukskiy” holding company.
The task that faces Oleg Gorelov is to broaden products and services line offered to ICLC clients in Northwest Federal District, and to increase share of company in the region’s consulting services market.
As Mr. Gorelov noted, emphasis in development of the branch would be put on increasing of regular sale of services to business clients, offer and promotion of ready solutions in the sphere of small enterprise development, and also to government institutions.
STRATEGY AND QUALITY BROUGHT CHAIRMAN OF NEXIA INTERNATIONAL EUROPEAN REGIONAL COMMITTEE TO MOSCOW
Chairman of Nexia International European regional committee Mr. Mike Bishop visited Moscow to hold meeting with representatives of firms, members of the network, where strategies for Nexia International promotion in Russia were discussed. As it was mentioned in the course of confabulation, in the current economic situation one of the main tasks is strict observance of performance standards and high quality level.
Quality has also become a focal point for training workshop conducted jointly with Mr. Daniel Ederie, associated director of Smith & Williamson Company, the largest member of Nexia International in UK, for specialists of companies, members of the network. In the training ICLC was represented by Alexey Chernenko, vice director of Audit department, and by Natalia Perekalina, expert.
The specialists who advanced the training will be involved for quality control reviews of companies, members of the network, both in Russian language territory and generally in Europe.
SPECIALISTS OF ICLC AUDIT COMPANY PREPARED UNIQUE EDITION FOR HOTEL ENTERPRISES.
“Complex business issues of a hotel enterprise” is a working title of a book edited by specialists of ICLC. The edition is primarily addressed to top managers of hotels, to specialists and heads of their structural subdivisions.
More than 200 pages of the book are devoted to detailed examination of different issues management of hotels faces with in the context of unstable economic situation. And there are a lot of such issues. Emphasizing on actuality of the book, Natalia Malofeeva, Deputy Director General of ICLC, mentioned: “Nowadays hotels revenues are going down and management tends both to find new forms of customer acquisition and to cut down expenses. All this entails appearing of nonstandard operations in hotels business activity, and of questions concerning their completion, execution, recording and taxation. Upon this due to reduction of management expenses possibilities of hotels to receive advice on this or that question are restricted. On this account edition answering complicated questions in hotels activity is more than actual one”.
Edition of the book will be ready till the year-end. In the first place it will be distributed among ICLC customers working in hotel and travel industry, and also it will be offered to all interested entities.

AUDIT CHAMBER OF RUSSIA IS ENLARGED WITH NEW MEMBERS
In March, 2009 meeting of Audit Chamber of Russia (ACR) President Alla Gryaznova and ACR Vice-president Mikhail Vinokurov with representatives of BIG 4, BDO International and Grant Thornton International took place. During this meeting issue of entry of Companies to ACR was discussed. Offer concerning creating in Russia professional association of only firms – members of international networks (associations), made earlier by these companies, did not awake an echo and support either by audit community or by Ministry of Finance of Russian Federation. In the course of the meeting favorable decision concerning entry of aforesaid companies to ACR was made. Official membership will be registered in April of the current year.
ÀCR is the biggest accredited professional association of auditors on the territory of Russian Federation. Nexia International is represented in Chamber by ICLC Company. At the end of 2008 Mikhail Vinokurov, Chairman of Board of Directors of the Company, was elected as a Chamber Vice-President, he also heads Disciplinary Committee of the Chamber. Head of ICLC Internal Control Department Elena Sivtsova is a Deputy Chairman of the ACR Quality Control Committee.
ICLC Took Part in Nexia International European Tax Conference
On February 5th, 2009 a European Tax Conference of Nexia International took place in Amsterdam, the Netherlands. One of the principal discussed issue in the frames of the conference was theme of development of anticrisis measures in European countries, including measures in taxation area. Friendly visit of Latvian counterparts
On the 8th of December, 2008, counterparts from AUDIT ADVICE Company, Nexia International member in Latvia (Riga), Managing Partner Mr. Ponomarev and Director Deputy M-me Rakova, made a friendly visit to office of ICLC Company.
In the course of the visit matters on general economic situation in both countries and further development of audit community were discussed. Parties also imparted experience on auditing and rendering of accompanying services. As a result of the meeting agreement of ways of extension of joint cooperation in the Nexia International network were reached.
Mikhail Vinokurov was elected as a vice-president of Audit Chamber of Russia
On the 26th of November, 2008 meeting of Audit Chamber of Russia took place. At this meeting Chairman of the board of directors of ICLC Audit Group Mikhail Vinokurov was elected to a post of vice-president of Audit Chamber of Russia. One of his major duties is supervisory responsibility in Moscow region.
Mikhail Vinokurov is also a Chairman of Disciplinary Committee of Audit Chamber of Russia, and also he heads Methodology Working group of Audit Council under the Ministry of Finance of Russian Federation.
Reference: Audit Chamber of Russia is the largest professional audit unit certified at Ministry of Finance. More than 2000 of its members operate practically in all regions of Russian Federation.
Business forum “Investment and Business Opportunities in Korea”
November 25, 2008 business forum “Investment and Business Opportunities in Korea” was held in Moscow. The forum was arranged by Ministry of innovative economics of Republic of Korea, Ministry of State and Commerce of Republic of Korea, Commercial department of Embassy of Republic of Korea in Russian Federation, Administration of Chungcheongnam-do province, Regional representative office of the Korean agency for trade and investments promotion (KOTRA).
On behalf of “ICLC” Audit and Consulting Group General Director Deputy of the company, Natalia Anatolievna Malofeeva took part in the forum.
Representative of Asian first department of Ministry of Foreign Affairs of the Russian Federation, Mr. A. P. Minaev, told about situation in cooperation between Russia and Korea.
Head of regional representative office of the Korean agency for trade and investments promotion (KOTRA), Mr Cheun Don Su, spoke with presentation “Investment climate in Korea”. Mr. Cheun Don Su went into the question of direct foreign investments in Korea and investment motivation policy held by the state. Also opportunities of foreign investments in Korean motor industry, shipbuilding, machine-building, oil industry, semiconductor manufacturing, commercial real estate and hi-tech production were represented. Mr Cheun Don Su noted that strategic lines of partner's relations between Korea and Russia are fundamental science, airspace engineering, metallurgy, raw-material base and chemical industry.
Vice-governor of Chungcheongnam-do province, Mr Che Khun told about investment climate in province and represented four strategic development trends in province (motor industry, production of LC displays, metallurgy, and petrochemistry ), by the example of successful cooperation with largest companies (HYUNDAI, KIA MOTORS, SAMSUNG Electronics, HYUNDAI Steel, HYUNDAI Oilbank, LG Chemical, Mitsubishi and others.).

ICLC Explores Possibilities of Cooperation in the Baltic countries
On the 1st of April ICLC representatives visited an audit company named "REMAR birojs", Riga, Latvia. The subject of the meeting was discussion of possibilities of future cooperation aimed at enlarging the range of services provided by ICLC to its clients whose intention is to enter the Baltic countries' markets. The visit resulted in making an Agreement on Cooperation between the two companies.
Some information about the Latvian company: Company "REMAR birojs" was founded in 1998. "REMAR birojs" is headed by Maria Rubtsova who has experience of work for a company, being a member of the Big Four accountancy and professional services firms, and has been certified as a sworn auditor since 1994. ICLC Explores Possibilities of Rendering Consulting Services in Kazakhstan
On 18 - 20 February ICLC representatives were visiting TOO "NAK Kazakhconsulting", which is also a member of Nexia International, with a view to get to know their colleagues and discuss possibilities of future cooperation.
With an aim to comply with requirements of the clients ICLC strives to explore opportunities of establishing cooperation between ICLC and a Kazakh audit company to unite efforts in provision of services to ICLC clients starting businesses in Kazakhstan and seeking for consulting support to escape business risks they might encounter in operation.
In the course of communication with the Kazakh firm top management - Arman Tuleulov and Vitaly Sipakov - we managed to discuss issues relating to possibilities to operate jointly at the Kazakh market.

ICLC Took Part in Nexia International European Conference
On February 8th a European conference of Nexia International took place in Monaco. The conference was the first after completion of the process of merge with SC International and untied more than 100 representatives from different European countries.
At the conference a number of issues relating to the recent merge of Nexia International and SC International was discussed: alterations to the Nexia Europe Constitution were adopted; new members to Nexia Europe Board from among former members of SC International were elected; the budget for the current financial year was approved; European companies having become new members of Nexia International were presented.
As a result of active participation of ICLC in Nexia International and Nexia Europe activities and the efforts put ICLC Deputy General Director Mrs. Elena Yuzhakova has been offered to become a member of Nexia Europe Sub-committee whose main activities are focused on organization of secondments, education and trainings for people working in member companies.

ICLC becomes a rightful member of Nexia International
Since December 1st, 2007, ICLC has been a rightful member of Nexia International, a worldwide association of audit and consulting firms. It has resulted from a merge of SC International and Nexia International that was announced in August 2007.
In accordance with the terms of Agreement on merge a newborn association was made under the brand of Nexia International. The profit of the association made in aggregate will amount to $2,2 billion that places it among the Top 10 of international ratings. The association is represented by 599 companies in 97 countries and in tote employs 22,000 experts all over the world.
All the firms, former SC International members (in Russia the association was represented by ICLC and Rosco Corporation), have entered the new association as members enjoying full rights including the right to vote.
Consolidation of the newly formed network current members' resources and potential as well as the respected positions they occupy at the world market enables the unified association to considerably increase the range of services provided and bring them in full conformity with clients' requirements and expectations.

Members of ICLC took part in the last SC International Annual Global Meeting
ICLC Tax partner Natalia Malofeeva and International Contact partner Elena Yuzhakova took part in SC International Annual Global Meeting held in Mexico City, Mexico, November 6 - 9, 2007.
It was SCI final Global conference. In August 2007 the Boards of Nexia International and SC International, two leading worldwide networks of independent accountancy, tax and business advisers, agreed to merge. The merger is expected to complete on 1 December 2007 and the enlarged group will be known as Nexia International.
At the conference held in Mexico City the results of SCI work for the past year were summarized. Issues relating to the projected merge were given a great deal at the conference. Nexia International Chairman and Executive Director, as well as Chairmen of Audit and Tax committees had been invited to participate in the conference.
All SCI members having made applications for entering Nexia International are becoming its full members from December 2007.

ICLC experts took part in preparation of a survey of the Russian accounting industry by the International Accounting Bulletin
September issue of the International Accounting Bulletin presented a survey of the Russian accounting industry that had been prepared with assistance of ICLC experts. The survey covered the most urgent issues dealt with the Russian accounting profession, the role "Big Four" plays at the market, statutory acts regulating audit activities, etc.
The International Accounting Bulletin (IAB) issued by Lafferty Publications Ltd., London, is one of the most authoritative and competent publications in the sphere of audit and accounting. Surveys of accounting industries in different countries are held by IAB on a monthly basis, but a survey of the Russian accounting industry was made for the first time. Ratings of international audit and consulting companies published in IAS serve as a line guiding through the alignment of forces at the world markets of audit and consulting services for all market participants.
European SC International Tax Meeting will be held in Moscow on October 5, 2007
On October 5, 2007, in Moscow a regular European SC International Tax Meeting will take place. The event is coordinated by the European SC International Tax Committee headed by Bas Opmeer, a partner of JSV Company, Netherlands.
Makrus Emmich, European Regional Director, will take part in the Meeting which will also unite representatives of Germany, France, Spain, Denmark, Switzerland and other countries.
The Tax Meeting will be devoted to discussing live issues of taxation in context of European Community legislation, taxation of stock options and peculiarities of the tax legislation of Russia, Malta, Ukraine and Switzerland.
Since 2007 ICLC has been a member of SC International which is an international professional network of independent audit and consulting firms. SC International (SCI) was established in 1986 by an English company Saffery Champness (ÒÎÐ 20 of British national rating) and an American company JH Cohn LLP (ÒÎÐ 20 of American national rating). SCI is based in London. It is structured in the form of 4 regional committees unifying countries of the European, the Asian and Pacific, the North and South American and the African and Middle-Eastern regions respectively. In the annual world rating conducted by the International Accounting Bulletin (London), the association took 20th place among the biggest audit firms and associations according to the results of 2006.

According to the results of 2006 ICLC has maintained the maximum level of business potential in the area of appraisal.
According to the Appraisal Companies Rating held by the rating agency, "Expert RA", ICLC has maintained the results achieved last year and has reached the maximum level of business potential in the area of appraisal as compliant with the results of 2006.
This rating is held by Expert RA in accordance with the results of each year. Each company's position is evaluated on the basis of the company's performance criteria, quality of the services provided and work experience at the appraisal market. The score results from weighted summation of points gained in all blocks of the testing. The company's business potential is assessed on the base of the calculated score.
ICLC has been working in the area of appraisal since 1997. During this period assets of more than 1200 organizations were appraised. The appraisal was aimed at revaluation (for taxation purposes), sales and purchase, asset restructuring, write-off of assets, collateral, contribution to the authorized capital, etc. ICLC has all the necessary licenses for appraisal and is accredited for implementing appraisal on the territory of the Russian Federation by pertinent governmental structures. Thus, ICLC is accredited at the Federal Agency for Federal Property Management, Moscow Property Department, the Federal Agency for Industry and the Ministry of Property of Moscow Area.
